I didn't take this video, but I've sure witnessed the same scene more times than I will ever be able to count. It will be weird and strangely authoritarian, going back to a culture where public intoxication is uncommon. Here, one can purchase cheap alcohol, 24 hours a day, 7 days a week anywhere. You can consume it in public and stumble around like a drunken fool! There are no legal ramifications...it's like "Frosh Week" all year long...only the frosh are well financed and can always afford booze!
